In modern societies, access to digital infrastructure, such as secure connectivity, cloud computing and mobile banking platforms, has become as essential as traditional physical utilities like water and power. These systems are vital conduits for economic participation, governance delivery and humanitarian relief. However, in conflict-affected contexts, digital infrastructure is either non-existent, fragmented, unequally distributed or destroyed. For international actors, the main challenge is deploying and scaling technological innovations within low-resource environments without creating digital inequality, capitalising on regulatory voids or compromising network security.
